City of Brownsville

Notice of Amendment to Annual Action Plan 2019 to ESG CV Activities

COMMENT PERIOD: May 1, 2023 through May 5, 2023

Notice is hereby given that the City of Brownsville (City) is considering an amendment to the 2019-2020 One-Year Action Plans. The City is an Entitlement Community in the U.S. Department of Housing and Urban Development's (HUD) Emergency Solutions Grants Corona Virus (ESG-CV) 

As provided by Section III.B.2c(i) of Notice CPD-21-08: Waivers and Alternative Requirements for Emergency Solutions Grants (ESG) Program under the CARES ACT (ESG-CV Notice), HUD may recapture up to 50 percent of a recipient’s total ESG-CV Grant, including first and second allocations amounts, if the recipient had not expended at least 50 percent of that grant by September 30, 2021. Based on this, HUD recapture $ 575,831.20 from the ESG CV grant.  HUD determined this recapture amount by calculating the difference between 50 percent of your total allocation and the higher amount drawn in IDIS by June 16, 2022, or the expenditure amount reported in the Quarterly Performance Report covering the period ending June 16, 2022. 

Proposed Changes:

1.       Decrease: The City of Brownsville is proposing to decrease the following ESG CV activities to the Annual Action Plan 2019. The City of Brownsville proposes to reduce funding to Administration, The Bishop of San Pedro Ozanam Center, Inc., Friendship of Women, Inc., Good Neighbor Settlement House, Catholic Charities of the Rio Grande Valley Activities for ESG CV by $575,831.20 to comply with the recapture. The funding will be reduced as illustrated in the table below:
