The Procurement and Contract Management Division is responsible for the compliance and facilitation of all the City’s procurement processes. Our goal is to promote good financial stewardship by ensuring that the best value and quality of products and services are procured by the City for its citizens and community.  

The Division provides services for the City’s complete competitive procurement processes in compliance with the Federal Legislation, Texas Local and Government Codes, and the Texas Ethics Commission

Bid Opportunities – Opportunities can be found by registering with BidNet Direct, utilizing the City’s Website and Legal Postings in the Brownsville Herald.  

BidNet & Texas Purchasing Group Information – The City of Brownsville has partnered with BidNet as part of the Texas Purchasing Group a web-based vendor registration and bid solicitation database. The City of Brownsville as Feb 8, 2021 is offering electronic bid submissions as an option. (click here to see our flyer) The Texas Purchasing Group provides vendors with convenient online access to bid information for the City of Brownsville and any other Texas government entities that are currently using the Texas Purchasing Group to post solicitations.

Interested vendors, can access the registration site Texas Purchasing Group use the  vendor registration link and follow the step – by – step instructions. Registering as a Vendor allows  you access to view, download, and submit bids.

Bid Notification and Document Postings – In addition, to bid postings on BidNet Direct the City posts all final Bid tabulations and provides for a free basic notifications when bids are posted or changed. You can search for bid tabulations by bid name or bid number through our Bid Notification Portal and they can be found attached to closed/awarded postings.   

In order to receive notifications on bids for free you must signup using your email address and select the method and category in which you wish to be notified on. An acknowledgment email is sent for your acceptance once you sign up. You may unsubscribe any time by clicking on the “unsubscribe” link at the bottom of your notification email.

BidNet also offers a notification with a paid subscription 

Procurement Public Information Request – All Public Information Request must be submitted to the City’s Secretary’s Office and will be complied with in accordance with the Texas Public Information Act (Texas Government Code 552).

Please note that contents of RFPs are not disclosed in order to keep the information confidential until negotiations are completed as per Texas Public Information Act (Texas Government Code 552.104)

Bid tabulations are available to the public after an award has been made by City Commission. You can search for bid tabulations by bid name or bid number through our Bid Notification Portal and can be found attached to closed/awarded postings.
