Notice of Proposed Substantial Amendment to the 2015, 2016, 2019 & 2021 One Year Action Plans
COMMENT PERIOD: January 11, 2022 through February 10, 2022
Notice is hereby given that the City of Brownsville (City) is considering a Substantial Amendment to the 2015-2016, 2016-2017, 2019-2020, and 2021-2022 One Year Action Plans. The City is an Entitlement Community in the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) Program.
Public Notice and Public Hearings are required for Substantial Amendments to our One Year Action Plan. As per the City’s Citizen Participation Plan and per 24 CFR Part 91, a Substantial Amendment is required when there is a change in the use of CDBG funds from one activity to another of 30% or more, and/or when an activity is added or eliminated from the One Year Action Plan. Funding for this proposed project consists of uncommitted funds from projects that were underbudget from the previous years.
Proposed Changes:
1. Revision to the Annual Action Plan 2021: The City of Brownsville is proposing to revise an activity to the Annual Action Plan 2021. The City of Brownsville proposes to reduce funding to Samano Project and increase funding to the Engineering and Public Works Department for Street Improvement Project. The project will consist of Street Improvement Project to repair road curb/gutter and repave streets in designated low-income residential neighborhoods. One of the City's main community development goals is to upgrade and improve its residential neighborhoods and prevent flooding. The funding for this project will consist of CDBG entitlement funds from years 2015 & 2016 (uncommitted), 2017, 2018 & 2019 as illustrated in the table below:

Comment Period: The City is accepting written comments on this proposed Substantial Amendment for a 30-day period beginning Tuesday, January 11, 2022 and ending at 5:00p.m. on Thursday, February 10, 2022.
