The City of Brownsville’s Office of Strategic Initiatives hereby invites not-for-profit and for-profit affordable housing developers, contractors, subrecipients, and community housing development organizations (CHDOs) to submit a program application to participate in the “City of Brownsville’s HOME Program”. Eligible program activities include building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to City of Brownsville low-income residents.


The City of Brownsville administers and implements the HOME Investment Partnerships Program, a federally funded program through the U.S. Department of Housing and Urban Development (HUD). Approved applications will receive funding through HUD’s HOME allocation to the City of Brownsville. An estimated $1,028,249.00 in HOME Entitlement Funds will be available for the 2023-2024 fiscal year. Funding is subject to HUD approval and availability. All proposed projects must align with the City of Brownsville’s Five-Year Consolidated Plan.


Interested organizations wishing to submit an application may do so by downloading one at https://www.cob.us/466/HOME-RFP-Application or by picking up a packet at the Office of Strategic Initiatives located at 1150 East Adams, 3rd Floor, Brownsville, Texas 78520. The application will be available starting Monday, May 1, 2023. Format and additional submission requirements can be found at https://www.cob.us/466/HOME-RFP-Application


Deadline to submit a complete application is Monday, May 22, 2023 at 5:00 p.m. Central TimeApplications must be postmarked or be hand-delivered or delivered by courier by the May 22, 2023 deadline to be considered for funding to: Office of Strategic Initiatives, City of Brownsville, 1150 East Adams, 3rd Floor, Brownsville, Texas 78520. Application may also be submitted with Amplifund following the application instructions. Failure to meet the submission deadline (no later than 5:00pm Central Time on May 22, 2023) will preclude a proposal from consideration by the City of Brownsville.


Additionally, a pre-bid virtual meeting will be held on Thursday, May 11, 2023 at the Office of Strategic Initiatives Conference Room (1150 E. Adams) from 1:00 p.m. to 2:00 p.m. to provide technical assistance and to answer general questions regarding the completion of the application and the application process.  For technical assistance and general questions can be email to [email protected]
