City Announces Deputy City Manager

2.1.2019 Helen Ramirez

BROWNSVILLE, Texas (February 1, 2019) – Brownsville City Manager Noel Bernal announced Friday, February 1, 2019, the appointment of Helen Ramirez, AICP to the position of Deputy City Manager for the City of Brownsville, effective March 4, 2019. She succeeds Pete Gonzalez who retired December 2018 after nearly forty years of service to the City of Brownsville.


“I am pleased to announce the appointment of Helen Ramirez to our city management team,” said City Manager Noel Bernal. “She has the specialized knowledge and expertise in growth management and development-related strategies to help guide Brownsville into the future and leadership skills to build our organizational culture.”


Helen Ramirez joins the City of Brownsville with over 20 years of municipal planning experience which includes 10 years of private sector experience managing complex and high profile economic development projects both in the United States and internationally, including the award-winning Los Angeles Air Force Base $115 million New Space and Missile Command Center Redevelopment Project.


She currently serves as the Assistant City Manager for the City of Hutto, Texas in the Austin-Round Rock metropolitan area where she lead the Co-Op District redevelopment in Downtown, updates to the land use and drainage master plans, a public-private industrial park development, and strategic growth corridors.


“I am excited about the opportunity to serve the City of Brownsville and form part of an executive team that will lead a community that is not only rich in history, culture and natural resources, but that is experiencing momentum in its  strategy towards planning its future land use, transportation and economic development growth patterns” said Helen Ramirez.


Helen Ramirez is a member of the Texas City Management Association, International City/County Management Association, International Council of Shopping Centers, serves as board member for the Williamson County Animal Shelter and is on the Technical Advisory Committee (TAC) for Cap Metro’s Project Connect. She holds a Bachelor´s Degree in City and Regional Planning from the California Polytechnic State University in San Luis Obispo, California and is an American Institute of Certified Planner (AICP) professional.
