BROWNSVILLE, Texas (September 10, 2019) – Brownsville City Manager Noel Bernal
announced on Tuesday, September 10, 2019, the selection of Rick Vasquez to the position of
Planning & Redevelopment Services Director of the City of Brownsville effective October 7,
2019.
Vasquez will join the City of Brownsville from the City of Garland, Texas, located in the
Dallas-Fort Worth Metroplex, where he currently serves as Assistant City Manager. Vasquez
brings over 25 years of experience in municipal and utility management, transportation system
planning, economic development, public policy, urban planning, housing development and real
estate. Vasquez previously held Director of Planning and Development positions for the cities of
Garland, Galveston, and South Padre Island.
Vasquez has a background in the implementation of form-based code, land use planning, and
special districts. He will be leading the implementation of the city’s Unified Development Code
and building code amendments over the next year.
Vasquez holds a Bachelor of Arts degree from the University of Texas-San Antonio and a
Masters of Urban Planning degree from Texas A&M University.
