[ARCHIVED] Brownsville Appoints New City Attorney




BROWNSVILLE, Texas (October 20, 2021) – Today, the City of Brownsville selected Victor Flores, by way of the City Commission, as City Attorney. Mr. Flores succeeds Rene de Coss, who was appointed as Presiding Judge of Brownsville’s Municipal Court back in August 2021.

As City Attorney, Mr. Flores’ duties will include providing full legal services to the city commission and to people or entities who may act on the city’s behalf as provided by the law – such as the city manager, department directors, and city boards.

On the appointment, Mayor Trey Mendez asserted:

"It has been a privilege to work with Victor over the past several months. He has excelled in his role as interim city attorney, displaying the necessary skillset to be our top legal advisor. After a diligent search process, Victor was the unanimous selection of the search committee. I am certainly looking forward to continuing our work together for the citizens of our great community.”

Adding to the decision to appoint Mr. Flores, District 3 Commissioner Roy De los Santos asserted:

“Mr. Flores’ performance thus far as Assistant City Attorney, and currently as the Interim City Attorney, has demonstrated that he exceeds the qualifications necessary for success in the position. We are confident that he will meet and exceed expectations necessary of his role.”

Brownsville City Manger Noel Bernal added by saying:

“Victor has been instrumental to the City of Brownsville as Interim City Attorney, and we feel privileged to watch him take the next step in his career through this appointment. He has an extensive amount of experience in government and is an outstanding lawyer who will be a pivotal asset to our community.”

Previously, Mr. Flores has enjoyed a distinguished career in public service, focusing on governance. He has served the City of Brownsville as Interim City Attorney since August 2021. Mr. Flores has been practicing law, serving various municipalities in Texas, including the cities of McAllen, Plano, and Denton. Additionally, Mr. Flores serves on the Texas City Attorneys Association Board of Directors and is a US Marine Corps Iraq War Veteran.

Mr. Flores’ professional achievements receiving the Rising Advocate in Government Law Award from the State Bar of Texas in August 2021, which recognizes one Texas lawyer who is employed by a governmental entity for their outstanding contributions to carrying out governmental law practice, as well as for being exceptional public servants. Aside from this, he has received distinctions from the International Municipal Lawyers Association and the Texas City Attorney Association, all of which highlight Mr. Flores’ contributions in the field of municipal law.

His educational accomplishments include a Bachelor of Arts in Political Science from the University of Texas Rio Grande Valley and a Juris Doctorate from Western Michigan University College Law School.
