What do you mean by "enclosed public places"?
Enclosed area means all space between a floor and ceiling that is enclosed on all sides by permanent or temporary walls or windows which extend from floor to the ceiling.


Public place means an enclosed area to which the public is invited or in which the public is permitted (Section 54-171).
