How do I know if my project qualifies by the state law under The Development Corporation Act of 1979?
Visit Texas Comptroller of Public Accounts website for authorized projects that BCIC is allowed to undertake for funding.

Can a church or school apply?
No. Only organizations that have a federal non-profit 501 (c)(3) status and City of Brownsville are eligible to apply.

When is the application due date?

Can I apply if I currently have an open project funded by Brownsville Community Improvement Corporation?
No.
5.
Do I need a monetary match?
Yes. Applicants are required to have a minimum of 20% monetary match (i.e. cash).

Can the match be in-kind donations or land appraised value?
No. It must be in cash.

Can I apply to help subsidize annual operating cost of my organization?
No.
8.
Can I apply if my project will be located in Los Fresnos?
No. Projects will only be funded if they’re within Brownsville city limits.
9.
How are projects selected?
The Brownsville Community Improvement Corporation Board reviews each project on a case by case basis. However, preference will be given to projects that support the Imagine Brownsville Comprehensive Plan, have detailed budgets and whose match is larger than 20%. If BCIC has funded you in the past, compliance with reporting and completion of the project will be evaluated as part of your application. Applications will also be evaluated based on the projects' sustainability plan.

Will I have to do a presentation to the BCIC Board on my proposed project?
Yes. Applicants will be asked to present to the BCIC Board.
11.
When will I know the Board’s decision on the status of my submitted application?
Applicants will be notified if their project was approved and the amount after a public hearing for the proposed project and once presented to the Brownsville City Commission for approval.
12.
If my project is approved, how long do I have to complete the funded project?
The project must be complete within 1 calendar year from the date of the signed Project Agreement.
13.
s there a limit on the amount of funding that can be requested?
No. However, BCIC will enforce the minimum matching fund requirement. Keep in mind that the Board will only award a total of $900,000 in grants for 2016.
14.
Do I follow BCIC procurement if I have a funded project?
No. All organizations will follow their internal procurement procedure.
15.
If my project is funded but not for the full amount, can I apply again at the next funding cycle to complete the project?
Yes. However, it is not a guarantee that the project may be funded again at the following funding cycle.
16.
How does the reimbursement work?
Funding recipient will submit a written request for reimbursement that includes a dated invoice outlining the services performed and amount requested, copies of paid invoices from vendors with a copy of cancelled check to show proof of expenditure.
17.
What type of reporting is required?
Funding recipient will be required to submit quarterly reports, along with pictures, documenting the progress of the project to the BCIC office.
