Ms. Odee Ann Leal joined the City of Brownsville in 1995 and currently serves as the City of Brownsville Office of Emergency Management and Homeland Security Director, EMC. Prior to becoming the Emergency Management Director, EMC, Ms. Leal also worked in other departments including Public Works, BUS, and the Brownsville Police Department. 

Ms. Leal has over twenty years of experience in several capacities within the City of Brownsville. Ms. Leal has over 10 years of Emergency Management experience.  In 2006 Ms. Leal joined Emergency Management as a Fiscal Tech III, reclassified as an Emergency Management Planner in 2009, served as Acting Emergency Management Administrator in 2011, and became the Office of Emergency Management and Homeland Security Director, EMC in 2014. 

Ms. Leal holds several certifications in Emergency Management and Homeland Security and sits on various Boards.
